How to convert JPG to PDF
Turning a picture into a document means inventing a sheet to put it on. What each operating system decides for you, and when to decide it yourself.
Every machine you own already does this, free, with nothing installed. That is worth saying first, because the search results for it are a wall of converters competing to sell you something you were given for nothing.
The interesting question is not how. It is why the result so often comes back looking faintly wrong — a small photograph stranded in the middle of a large white sheet, or a wide one cropped at both ends, or twelve pages in an order nobody chose.
What a converter has to make up
A JPEG knows how many pixels across it is and knows nothing at all about inches. A PDF page is the exact opposite: it is described in physical units, 8.5 by 11 or 210 by 297 millimeters, and contains no picture until something paints one onto it.
So this is not a translation between two ways of storing one thing. A sheet that did not previously exist has to be brought into being, and your picture has to be positioned on it. Three decisions get made at that moment, and every route below makes all three whether or not it mentions them:
- The dimensions of the sheet. Some paper standard, or the shape of the picture itself.
- The blank border around the image. Anything running through a print path inherits a printer’s margins, which are never zero.
- What gives when the two shapes disagree. A wide photo on a tall sheet either shrinks until it fits, leaving empty bands above and below, or fills the width and loses its top and bottom to the crop.
Nothing asks you about any of it. Those unasked questions are the entire explanation for a disappointing result, and they are answerable in about ten seconds once you know they exist.
How to convert JPG to PDF on Windows, a Mac, or in a browser
Windows. Open the picture in whatever displays it, press Ctrl+P, and pick Microsoft Print to PDF from the list of destinations. It is a printer with no printer behind it. Press Print and you are asked for a filename.
A Mac. Preview has a real menu entry — File, then Export as PDF — and it is a couple of rows below Save As, which is why people scanning for the word “save” read straight past it. The Print dialog’s PDF button reaches the same place and copes better with a stack.
A browser. Drag the file onto a tab so the picture displays, then print it. The destination list holds a save-to-PDF option in Chrome, Edge, Firefox and Safari alike. This is the fastest route in existence for one image and it needs no software at all.
Which application you happen to have open changes the menu and almost never changes the outcome, because underneath, all three of those are the same printing machinery. Where the entry hides in each program takes Photos, Paint, Word, Google Docs, Photoshop and GIMP one at a time, including the two that refuse from Save entirely.
How do I convert a JPEG to a PDF on my phone?
Both platforms manage it with nothing installed, and both hide it in the same unlikely place: the print screen.
On iOS, open the picture, tap Share, scroll to Print, and then spread two fingers apart on the little preview. The preview opens full screen and what you are now looking at is a PDF, which the Share button will save to Files. There is no label anywhere hinting that this works. On Android, Share then Print, and the destination list carries a save-to-PDF entry that behaves like the desktop one.
Two things to know before trusting either. Select several pictures and you get several pages, but you get no say whatsoever in their order. And a photograph taken with the phone held sideways stores its rotation as a small note beside the pixels rather than in them, which is why some documents arrive full of images lying down. Your iPhone photos are probably not JPEGs
A small thing that derails a surprising number of attempts. Since iOS 11 the camera has written HEIC, a newer and considerably smaller format, and iOS displays your pictures without ever printing the format’s name on screen. Somebody who came here searching for JPG frequently has none.
For everything above it makes no difference, because those routes run inside iOS, which reads HEIC natively. It becomes your problem the instant the pictures leave the phone: a PDF cannot carry HEIC in the first place, and most browsers ship no decoder for it, which is why online converters reject the files or produce empty pages. Choosing the page size on purpose
This is the ten seconds that fixes the disappointing result, so here is what the options actually mean.

Work backwards from where the document is going. Bound for a printer, or for a form that expects something print-shaped? Pick the paper that destination uses, and accept that a photograph will not fill it. Bound for a screen, an email, or an upload box where the picture is the whole point? Fitting the page to the image removes the empty margins, the letterboxing and the crop question all at once, because the sheet and the picture are now the same shape by construction.
Margins deserve a moment too. On the printing routes they are a printer setting, expressed in controls written for physical paper, and half an inch is a common starting point. Set them to zero and the photograph runs to the edge, which looks deliberate on a screen and gets clipped by real hardware.
Several pictures, one document
The built-in routes will all take a handful of images and give you a page each. What none of them offers is any influence over the sequence, and sequence is usually the only thing that matters — a form photographed page by page is not partly correct in the wrong order, it is wrong.
They decide it from a sort you can only nudge indirectly, which is fine for a run of camera files and poor for anything else. Combining a stack in an order you choose covers why the files came out shuffled and the rename that stops it happening again.
When the built-in route is not enough
For one picture, at a standard paper size, use what you already have. It costs nothing, and any page insisting otherwise wants something from you.
The converter on this site was built for the cases the print path handles badly. It lists every picture with its dimensions and file size before anything runs, so the decisions above get made with the numbers in front of you. The order is yours to set by dragging, by pressing and holding on a touchscreen, or with plain up and down buttons. Page size, orientation and the margin are explicit — the margin as four presets and as a number in inches when you want a particular one. The JPEGs go into the document as they already are, without being decoded and compressed a second time, so the finished file weighs roughly what the pictures weighed and the estimate shown beforehand is arithmetic rather than a guess. HEIC files are named and set aside rather than dropped in silence. And the pictures are read from your own storage, in the tab, which for photographed passports and signed forms is the part that matters most.
Two things it deliberately will not do. It puts one photograph on each page and offers no grid, because that belongs where screenshots live: PNG to PDF, which also understands the transparency a JPEG has none of. And it offers no quality slider, because nothing is re-encoded, so there would be nothing for the slider to move.
Going the other way
Pulling the pictures back out again is a genuinely different job rather than this one played backwards, because a page has to be painted onto a grid of pixels and somebody has to decide how fine that grid is.
